ٍRoles and Responsibilities of Civil Aviation Authority of Iran
As the representative of the government to exercise sovereignty in Iran's air transport industry, the Civil Aviation Authority performs the following major responsibilities:

Roles and Responsibilities

  • make plans and regulations on technical and economic matters, domestic and international commerce, air transport, flight safety, improving the quality of passenger, cargo and mail services and developing them
  • fulfill International Civil Aviation Organization (ICAO) obligations, regulations, standards, requirements and recommendations regarding all civil aviation matters while observing the domestic rules and regulations
  • conduct oversight of all civil aviation activities to ensure compliance with relevant rules and regulations, safety provision, public interests protection, hazard identification, accident prevention and unfair competition among air transport service providers
  • issue certificates for all civil aviation activities in the private and public sector and oversee their implementation in compliance with relevant rules and regulations, and issue permits for all types of aircraft authorized to engage in air transport operations in Iran  
  • develop flight standards, approve aviation companies and institutes, oversee them regarding safety standards, issue licenses and develop the relevant regulations
  • maintain membership and contact with the International Civil Aviation Organization (ICAO) and other global related organizations, and apply foreign natural or legal persons’ experience, knowledge, service and advice in compliance with the related rules and regulations
  • prepare international civil aviation agreements and contracts on air transport and transit flights based on national foreign relations policies and exchange them with parties concerned after being approved subject to the IR of Iran Constitution, principles 77 & 125
  • plan for empowerment and training of human resources needed by the aviation industry using the capacity of domestic and international training centers
  • conduct scientific and technical research into civil aviation subjects and provide necessary facilities and incentives for competent individuals and institutes to implement them

  • plan for the provision of search and rescue air services in coordination with other relevant authorities, and if necessary, receive necessary approvals, and monitor their implementation

  • gather statistics and information on civil aviation, approve the information required for the safe conducting of flights and provide them to the related authorities
  • make airspace-related policies and regulations with a view to civil aviation, transit flights in Iran’s airspace, and takeoff and landing at airports subject to the Iran Civil Aviation Law, and conduct oversight of their implementation

Note- The Armed Forces of the IR of Iran is the authority to issue permits for crossing the Iranian airspace, and the takeoff and landing of certain foreign military aircraft.

  • oversee the enforcement of air routes and the establishment of Prohibited, Cautionary and Danger areas in Iran’s airspace in cooperation and coordination with the Iranian Armed Forces consistent with orderliness, safety and security of air traffic flow

  • develop and regulate civil air navigation services, including Air Traffic Flow Management (ATM), aeronautical telecommunications, meteorology, Aeronautical Information Management (AIM), and oversee their implementation

  • provide AIM and civil flight permits under sovereignty duties

  • determine the frequency required by the Iran Civil Aviation Authority’s stakeholders in the aviation frequencies within the allocated frequency set by Iran’s Communications Regulatory Authority and in compliance with the national laws and regulations on frequencies

  • make policies and plans for the drawing up and updating of civil air navigation enhancement programs and oversee their implementation, as well as planning for the harmonization of civil and military air navigation programs in cooperation and coordination with the Iranian Armed Forces
  • conclude Air Traffic Management (ATM) Memorandum of Understanding (MOU) with the ICAO Member States, with the approval of the Iranian Armed Forces regarding military issues
  • make policies and regulations on air transport design, operation, systems, facilitation, management, human resources and economy, and oversee their implementation according to ICAO safety obligations, standards and recommendations 
  • evaluate and approve airport projects, including feasibility studies, comprehensive and master plans, and secure their compliance with major aviation flight network policies
  • issue permits for the construction and operation of airports and heliports both under ICAO requirements and standards and Iran’s General Policies and transport-related regulations after consulting with the Standing Committee of Space Administration
  • oversee the provision of aviation safety and security and draw up the associated instructions in compliance with relevant international and domestic regulations and standards
  • develop the general aviation and civil drones and make the associated regulations within the framework of Iran’s General Policies and oversee their implementation
  • investigate civil air accidents and incidents and provide associated reports and safety recommendations to relevant authorities
  • follow up on the implementation of the law on General Policies of Iran Constitution Principle 44 concerning the aviation industry, and facilitate the involvement of the private sector and foster competition for further operating of aviation sites and facilities
  • use service, knowledge and advice offered by domestic and foreign non-governmental sectors to perform and strengthen inspection and oversight consistent with the General Policies of Iran besides the relevant rules and regulations
  •  Assist cooperatives and welfare fund of the CAA personnel under the Executive Regulations of the Bill for Determining the Cost of Airport and Flight Services in compliance with the relevant laws
  • protect air transport consumer rights, especially passengers
  • implement policies and approvals adopted and communicated by the High Civil Aviation Council (subject to Civil Aviation Law, Article 6) within their legal powers and duties
  • oversight, technical and specialized inspection of aviation companies and institutes, airports, sites and related buildings

Note - CAA inspectors have full authority to perform such responsibilities under domestic and international aviation laws. The executive administrations based in airports, including airport, flight, security, and police agents shall cooperate with CAA inspectors. As for the military and security sites and buildings, the High Civil Aviation Council approvals and relevant rules and regulations must be observed.

  • offer an expert opinion on negligence, recklessness or non-compliance with governmental regulations, or lack of proficiency as regards the aircraft accidents, and determine the extent of the blame for the report of the judiciary official expert
