Responsibilities: 

•    Creation, development, operation and maintenance of airports and navigation and telecommunications, radio and telegraphic telephones, which are especially designed for aircraft and their safe transportation, and, in general, any type of oversight and assistance for developing civil aviation and securing flight safety.

•    Oversight of civil aviation activities in accordance with relative Regulations (e.g. ICAO SARPs, through unrestricted and unlimited access to aircraft, aviation facilities and documents) to ensure safe operations, prevent harmful competition between air carriers and protect the public interests

•    Training of civil aviation technicians in coordination with relevant organizations

•    Endeavoring to develop and foster the civil aviation industry and to promote related industries

•    Conducting scientific and technical studies and research on issues related to civil aviation, issuance of binding instruments, creation of facilities and encouraging individuals and institutions competent to carry out such activities and make the necessary preparations

•    Preparing draft civil aviation agreements and contracts with foreign governments that are submitted to the Islamic Consultative Assembly by the government in accordance with the related regulations.

Note: In compliance with Article 44 of the Constitution, the Civil Aviation Authority is authorized to establish a company to construct, maintain and manage airports independently or with the participation of governmental, cooperative and private sectors.

 Safety Office Responsibilities  

In order to ensure compliance with the processes and procedures of the Civil Aviation Authority and Annex 19 of the Chicago convention, a Safety Management structure called a Safety Office has been established in the Civil Aviation Authority.

The Safety Office coordinates the day-to-day management of the various State Safety Program (SSP) activities and liaises with other departments. In the management of SSP, the Safety Office conducts regular collection of data for monitoring aggregate safety performance indicators. The other responsibilities of the Safety office include the following:

1) Development and maintenance of the SSP;

2) Coordination of ICAO-related matters, including submission of practical examples and tools to the ICAO SMI portal, handling ICAO State Letters related to safety, etc;

3) Management of I.R. of Iran’s obligations under the ICAO USOAP-CMA; SSP implementation and activities;

4) Administration of Safety Data Collection and Processing System (SDCPS);

5) Formulation and review of aviation safety policies;

6) Acceptance of the service providers' SPIs and surveillance of the safety objectives and targets achievement by service providers;

7) ALoSP establishment;

8) Management of the development of regulations, guidance materials and CADs;

9) Administration of Confidential & Voluntary Reporting System (CVRS), based on the CAA IRI CAD 6219;

10) Analyzing the safety information from the SDCPS;

11) Administration of Mandatory Occurrence Reporting System in ECCAIRS, based on the CAA IRI CAD 6319;

12) Sharing of safety information for trend analysis and safety improvement.

Quality Assurance Office Responsibilities:

  1. Designing, implementing and updating the Quality Management System
  2. Determining and targeting the private and general indicators of the CAA
  3. Managing and controlling the referential documents, instructions, and executive procedures of the CAA
  4. Evaluating and auditing CAA activities, monitoring exact execution of regulations and procedures, and specifying the required corrective action plans
  5. Monitoring the effective execution of the corrective actions plans approved by the CAA
  6. Specifying and evaluating the differences in CAA regulations with International and national standards by collaboration of the relevant departments, and prompting the differences to the relevant authorities
  7. Enhancing the Quality Culture Program in the CAA
  8. Collaborating in the establishment of the prospective qualitative targets and the relevant policies aligned with the over-hand/superior documents
  9. Establishing and preserving the preparedness for all technical audits and inspections from the CAA, and also providing all the relevant coordinations
  10. Establishment of the required measures for obtaining and executing the certificates of the Quality Management System, and also the audit and technical inspection of the CAA
  11. Controlling the outsourced activities of the CAA
  12. Establishment of a communication system with clients in order for resolving the possible deficiencies and also the enhancement of the qualitative efficacy of the CAA 
  13. Planning and implementing the required measures for enhancement of the productivity, and also guiding the organizational evolution
  14. Collaborating with the CAA’s Commission/Council of Organizational Evolutions
  15. Planning for the enhancement of the organizational qualification of CAA through establishment and implementation of the communicated legal mechanisms and the relevant procedures
  16. Analyzing the efficacy of all departments, management, and employees based on inspections performed in the specified time intervals and also reporting to the qualified/competent units

Aircraft Accident & Incident Investigation Board (AAIB) of IR of Iran is responsible for investigating civil registered aircraft accidents and incidents based on Annex 13 to the ICAO Convention, Civil Aircraft Accident Investigation By-law and related Regulations.

The investigation process (notification, reporting and safety recommendation follow-up) is concerned based on international requirements and Iran State Safety Program (SSP) to improve the level of aviation safety and prevention of accidents and incidents. It is not the purpose of this activity to apportion blame or liability.

A related database of occurrences based on EECAIRS is predicted to share safety data and support safety oversight systems.

Responsibilities:

  • Regulating and facilitating office affairs in order to provide optimal services to the CAA President and others
  • Preparing and arranging the meeting schedule of domestic and foreign officials with the CAA President, as well as those of the CAA personnel
  • Holding interview sessions of the CAA President with reporters
  • Collecting news and articles related to aviation from newspapers
  • Planning, preparing and implementing the CAA’s advertising plans using all mass media in the country in order to present its activities to the public
  • Establishing effective communication and interaction with the mass media through holding exclusive conversations and public news meetings and sending media productions in order to provide correct, timely and transparent information about the CAA’s activities and respond to the reasonable demands of the mass media
  • Forming an archive of information and publications of the CAA
  • Arranging visits of foreign guests to the CAA to familiarize them with the administration and its goals
  • Preparation of work reports and seminars, conferences, lectures in the CAA.
  • Preparation of guidelines and implementing regulations of public relations in accordance with the strategies and policies of the Government
  • Transferring the points of view of the CAA President to management levels inside and outside the CAA
  • Creating coordination in all organizational decisions to avoid wasting resources and preventing conflict of decisions.
  • Following up the orders and referrals of the CAA President inside and outside the CAA and reflecting on the actions related to them
  • Conducting of correspondence of the CAA President
  • Preparing the messages and speeches of the CAA President and responding to the received messages
  • Preparation and editing of news bulletins and reports on the presence of the CAA in the field of written, visual and audio media
  • Cooperation in holding scientific and specialized general meetings and summits related to the field of activities of the country's aviation industry
  • Responding to questions and criticisms about the activities of the CAA in different ways and collecting and arranging them for the CAA President
  • Creating a channel for public communication with the CAA and obtaining opinions in order to correct and improve matters
  • Carrying out other tasks assigned by the relevant authorities within the framework of the programs of the CAA President office

Some of the main responisbilities of the Security Office include:

  • Ensuring the development, maintenance and issuance of aviation security regulations
  • Approval and acceptance of Aviation Security Programmes for the Iranian Airport Security Programmes (ASP) and Aircraft Operator Security Programmes (AOSP), and other entities as appropriate
  • Assessing airports, aircraft operators, providers of air navigation services and other entities with aviation security responsibilities to comply with the I.R. of Iran NCASP
  • Coordinating activities among all the entities responsible for implementing aviation security measures
  • Implementing aviation security surveillance activities such as security audits, security inspections and security tests to monitor the effectiveness of the NCASP through quality control functions
  • Development, maintenance and issuance of the National Civil Aviation Security Program (NCASP), including National Programs on Aviation Security Training and Quality Control
  • Compliance monitoring through inspections and audits of airports, aircraft operators, in-flight catering providers, regulated agents and security-training organizations
