Responsibilities:

  • Preparing and organizing comprehensive, coordinated and strategic plans for the aviation sector
  • Studying the needs and identifying the country's air transportation capacity
  • Studying and preparing economic strategic plans
  • Presenting the necessary strategic plans to increase the share of the air transport sector in bilateral, regional and international activities
  • Explaining the main responsibilities and missions of the CAA based on its general policies
  • Developing the strategic plan for human resources
  • Developing rules, regulations, standards and proposals for the adoption of necessary policies to encourage the private sector to invest in aviation-related activities, and attract domestic and foreign resources
  • Creating coordination in the activities of subordinate units with approved plans, goals and policies

  • Establishing the necessary coordination with colleagues at different levels in order to better implement organizational duties.
  • Monitoring and inspection and continuous follow-up of programs and tasks of related offices assessment of the performance of the directors
  • Preparation of necessary proposals on general policies and guidelines and presenting them to the relevant authorities

  • Presenting the necessary organizational plans consistent with the developments and plans and policies of the government and the CAA

  • Developing the organizational chart, goals, and description of duties in compliance with the rules of the organizational structure, providing the necessary suggestions and monitoring the proper implementation of the approved matters
  • Planning and setting the CAA’s budget with the cooperation of relevant offices and follow-up until final approval and regulation and exchange of agreements and necessary amendments
  • Management of information technology in the CAA based on the goals, plans and needs, conditions, facilities and limitations
  • Air transportation information management and presentation of relevant statistics in the decision-making, planning, monitoring and assessment system
  • Supervising the implementation of all administrative and employment activities of the personnel

  • Supervising the review of all documents, files and papers and sorting them according to the instructions
  • Planning, coordinating and holding ceremonies and programs related to various occasions
  • Adhering to Islamic justice and fairness (disregarding relationships) in employment according to priorities and needs
  • Implementation of instructions and directives of the Supreme Selection Board and the relevant central board
  • Examining and determining the ideological, political and moral qualifications of job applicants
  • Preparing and adjusting and changing the forms and questions used in the employment under the supervision of the central board
  • Protecting and maintaining the confidential information collected in relation to the employment
  • Dealing with the complaints of the plaintiffs who were rejected by the former boards
  • Consultation and exchange of opinions and cooperation with the central board in unforeseen cases
  • Performing responsibilities assigned by the Supreme Board and the Central Board for any violation, whether extremism or laxity and performing other tasks assigned by the Central Board.

Responsibilities: 
•    Planning and carrying out all matters related to the supply of manpower for different offices based on the relevant regulations and bylaws.
•    Organization and distribution of manpower in different offices based on the needs assessment
•    Cooperation in the implementation of educational programs and development of human resources by the Budget and Planning office with the aim of continuous improvement and training of human resources
•    Planning and implementing human resources maintenance programs and responding to their needs to perform their assigned duties and improve their working life
•    Carrying out all measures related to employee compensation, including job evaluation, regulation of salary payment policies, bonuses, etc.
•    Regulating the employees’ relations with each other and managers by implementing programs to establish order and discipline 
•    Development of personnel information bank and keeping it up-to-date
•    Preparation and compilation of personnel files and their maintenance
•    Planning and implementation of welfare programs and ensuring mental and physical health of employees, focusing on medical facilities and services, travel and tourism, sports etc.

•    Carrying out all matters related to obtaining visas, passports and other facilities related to sending the personnel to foreign missions
•    Performing the protocols and creating the necessary facilities such as passports, visas, and receiving the delegations of foreign guests

Responsibilities: 
•    Making the CAA’s long-term, mid-term and annual plans based on the macro policies of the country
•    Analysis of effective economic indicators in the field of air transportation and forecasting their effects on the industry’s future
•    Developing research reports and providing them to the relevant offices in charge to be used for policy making in the air transport sector
•    Monitoring the compliance of organizational activities with the goals set during the country's five-year economic, social and cultural development programs
•    Studying and establishing new management systems and styles to improve management
•    Development of management and the affairs of managers by reviewing new management systems and styles and those of the CAA and promoting the culture and management technology and cooperating with the Safety and Quality Assurance office in determining specific indicators for evaluating the performance of offices and managers to improve management
•    Reforming the CAA’s organization through the necessary review and study to reform the organizational structure, continuous study of the CAA’s duties in order to improve the separation and division of duties among offices and prevent interference and parallelism of tasks, review and preparation and regulation of the organizational chart, goals, job description, etc.
•    Rationalizing the size of the administration by re-engineering the missions, compiling the manpower plan, identifying the tasks that can be delegated and finding suitable solutions to perform the tasks, services and missions of the administration in a non-governmental way and conducting the necessary investigations in order to optimize the structure, composition and distribution of  the human resources 
•    Drawing up the budget with the cooperation of the relevant offices and follow-up with the relevant authorities.
•    Preparing and exchanging agreements and proposing necessary amendments
•    Continuous control of the effectiveness of the budget and the acquisition of capital assets
•    Following up on the preparation of necessary budgets for prioritized research projects in the CAA’s annual budgets
•    Conducting studies on aviation tariffs
•    Developing the draft regulations and instructions related to aviation tariffs with the cooperation of other relevant offices and sending them to the relevant authorities for approval

•    Training and improving human resources through educational needs assessment, designing educational programs, obtaining licenses for educational courses and monitoring the proper holding  of the aforementioned courses with the cooperation of the relevant authorities

•    Developing financial statements and financial accounts and sending them to the Ministry of Economic Affairs and Finance
•    Preparation of monthly and annual financial, explanatory and comparative reports 
•    Estimating and forecasting the CAA income and preparing relevant documents and maintaining the account of said income
•    Processing and control of incoming payment orders and regulation of financial documents and calculation sheets for payment of certified functions
•    Dealing with and controlling contracts and bonds and monitoring of extending them in accordance with the prescribed receipts
•    Providing a performance report on received allocations
•    Follow up on a timely collection of revenues
