Responsibilities:
•    Formulating regulations, by-laws and instructions related to the country's air space control center
•    Policymaking, planning and monitoring the performance of airports
•    Monitoring the provision of meteorological services in airports and air routes according to the contents of Annex 
•    Issuing flight permits in the country's airspace and supervising them in coordination with the Ministry of Foreign Affairs and the General Staff of the Armed Forces
•    Supervising the preparation of aviation maps, including airport approach plans, airport entry and exit routes, natural and artificial obstacles, etc. (Annex 4)
•    Conduct oversight of the implementation of passenger and cargo entry and exit regulations, customs, passport, hygiene, quarantine, visa, immigration, passenger inspection and related airport facilities
•    Monitoring how the country's air space is controlled by air traffic control units, classifying the country's air space, determining flight routes and how to control traffic in air space
•    Supervising the design and construction of airports, issuance of airport certificates, taxiways, flight safety regions, lighting systems, ground services, etc. Policy making and planning in telecommunications affairs and issuing instructions related to telecommunications affairs and exchange of messages and equipment required at airports
•    Developing the regulations and directives related to the control of the country's airspace and the issuance of flight permits and their prevention, and the oversight of the flight control units of the airports
•    Monitoring of aviation information services such as all airport information on closed or open runways, operation of navigation aids, etc.
•    Monitoring the provision of aviation security in airports and the country's air space, dealing with any illegal interference in aviation affairs, protecting airports, passenger and cargo security, etc.
•    Reviewing and monitoring the performance and provision of domestic and international passenger and cargo transportation services of air transport service providers
•    Drafting and signing of international agreements and contracts 
•    Applying the necessary oversight of the implementation of the country's air transport policies and programs in international, regional and multilateral dimensions
•    Monitoring the activities related to how the country acts on the conventions, agreements, protocols and other documents required by relevant international, regional and multilateral organizations and assemblies, especially the International Civil Aviation Organization (ICAO)
•    Reviewing the agenda, reports, proposals, decisions, resolutions and approved statements of the meetings of relevant international, regional and multilateral specialized assemblies and organizations
•    Negotiating with high-ranking officials of countries, relevant international, regional and multilateral specialized assemblies and organizations to strengthen the relations and communications of the aviation of the Islamic Republic of Iran with these assemblies and organizations and create a favorable environment for the use of their technical, advisory and educational assistance
•    Cooperation with relevant international, regional and multilateral specialized assemblies and organizations regarding holding and participating in conferences, seminars and other related gatherings at the global and regional level in compliance with the country's regulations
•    Monitoring, cooperation and coordination with other government agencies of the country regarding issues and decisions that somehow affect the aviation affairs of the country in the international dimension and taking appropriate measures
•    Conducting oversight and providing appropriate solutions to formulate preliminary drafts of contracts, agreements or related protocols within the framework of the laws and regulations of the country as the case may be
•    Declaring the official positions of the government regarding all issues related to the ICAO and other organizations, international and regional forums related to aviation with the approval of the CAA President
•    Conducting the necessary oversight to develop all the necessary reports to be submitted to the ICAO and other relevant international, regional and multilateral organizations and assemblies
•    Conducting oversight and coordinating international, regional and multilateral activities of institutions and companies and organizations engaged in aviation and air transportation of the country
•    Allowing for using the technical collaborations of relevant international, regional and multilateral specialized assemblies and organizations to benefit from their educational, consulting and research services and participate in setting up technical collaboration plans in accordance with the needs of the country's aviation industry
•    Preparation and drafting of legal bills, approval letters and regulations and statutes as well as legal contracts required by the country's aviation industry and administration
•    Monitoring and follow-up for comments on draft protocols and agreements, domestic and foreign contracts, as the case may be.
•    Overseeing registration matters, announcing complaints and filing lawsuits against natural and legal persons in judicial authorities on behalf of the relevant organization and defending it in all stages, as well as defending claims against the CAA in various courts and judicial authorities
•    Advising and providing legal advice to organizations, bodies and institutions under the CAA’s supervision
•    Establishing a proper and constructive relationship between the Islamic Consultative Assembly and the CAA and following up on all matters related to the CAA in the Assembly
•    Preparation and regulation of legal bills or regulatory articles related to the CAA which must be passed by the Islamic Consultative Assembly
•    Defending the interests and explaining the points of view or goals of the CAA in the cases of plans and bills and reflecting the necessary information to respond to the issues raised by the parliamentarians with the cooperation and participation of the relevant areas
•    Providing the CAA with the required reports from the meetings or commissions of the Islamic Consultative Assembly, especially in relation to the cases that are somehow related to the CAA
•    Issuing, renewing, suspending and revoking the license of air travel agencies and conducting oversight of them
•    Administration of aviation and permanent committees of the country's air space affairs administration, technical committee, and airport facilities committee
•    Conduct oversight of the proper implementation of Annexes 17, 15, 14, 11, 10, 9, 4, 3

DANASS is responsible for providing effective support and leadership in the development and oversight of the implementation of ANS and Aerodrome regulations. The DANASS is also responsible for performing inspections and conducting audits on the operations of ANS and Aerodromes to ensure compliance with ICAO Standards and Recommended Practices and CAA.IRI regulations.

The DANASS is responsible for the nine areas of ANS and AGA:

  • Air Traffic Management (ATM);
  • Aeronautical Information Services (AIS/CHART);
  • Communications, Navigation and Surveillance (CNS);
  • Aviation Meteorology (MET);
  • Flight Procedures Design (FPD);
  • Search and Rescue (SAR);
  • Aerodromes;
  • Heliports; and
  • Airport Ground Handlings

Responsibilities:

  • Contributing to the development of international aviation law documents and participating in relevant meetings and follow-up of international aviation law matters
  • Conducting international correspondence and taking relevant actions in coordination with the relevant offices
  • Communicating with civil aviation authorities of other States and conducting negotiations to prepare bilateral air transport agreements and other memorandums of understanding
  • Formulating plans, legal bills, approvals, by-laws and instructions, and reviewing aviation laws and regulations from specialized perspectives and participating in relevant assemblies including the Islamic Consultative Assembly and government commissions with the cooperation of other offices
  • Participating in meetings of the CAA with foreign authorities and preparing the necessary reports
  • Study and review, laws, regulations and approvals concerning the CAA from the legal viewpoint, and provide the necessary comments and suggestions
  • Providing legal advice and comments in referral cases and defending the CAA in judicial processes
  • Collecting and filing laws, regulations, approvals and regulations
  • Supervising registration matters, announcing complaints and filing lawsuits against real and legal persons in judicial proceedings on behalf of the relevant organization and defending it in all stages, as well as defending claims against the CAA in various judicial courts tribunals
  • Participating in the meetings and commissions related to the CAA in the government and the Islamic Council as necessary and contributing to the formulation of international documents and participating in the relevant meetings if necessary
  • Developing the necessary instructions in connection with the conclusion of various required contracts and monitoring their proper implementation and providing the necessary reports to the relevant officials when necessary
  • Establishing the system of registration, storage, filing and processing of documents related to reservation requests and aircraft registration marks, deregistration of aircraft registration, issuance of aircraft registration certificates, technical records of purchased aircraft, lease with ownership, lease with foreign registration mark and check inspection records

GENERAL DUTIES

  • Framing general policies for domestic and international air services and continuous monitoring of tariffs levied for such services including air freight rates;
  • Regulating air transport activities of airlines, airports and aeronautical institutes through specific directives and notifications;
  • Analysis, assessment and evaluation of air transport activities to produce periodic formal and informal reports including those submitted to IT and Statistics DG at CAA;
  • Recognizing the domestic and international needs and investigating relevant solutions for market regulation and a more efficient air transport economy;
  • Handling complaints filed against airlines, air travel agencies and aeronautical instates

SPECIFIC DUTIES

Airlines

  • Processing applications made by domestic and foreign airlines for establishment/operation of air services and issuing permits to the qualified airlines;
  • Overseeing how scheduled and non-scheduled domestic and international services are rendered, to ensure that airlines operate services in line with their flight schedules without unjustified modifications and to reduce delays and cancellations to a minimum;
  • Handling passenger complaints relating to airlines and air travel agencies;

Airports

  • Overseeing how airport facilities are provided to passengers and airlines for domestic and international services;

 

Aeronautical Institutes

  • Handling applications for establishment of aeronautical institutes;
  • facilitating the issue of visas and work permits for the foreign personnel of airlines residing in Iran, through coordination with relevant domestic bodies;
  • Overseeing and coordinating with relevant domestic bodies clearance of consumable and regular office supplies of foreign airlines residing in Iran.
